Who caused the one with Locke and Fenry in there?

We see Desmond having to bare some wires out of the panel and periodically short them causing the audible "nine, eight, seven...".

Locke says something like "that's a nice trick".

So someone had to have done the same when Locke and Fenry got trapped, right?

The lockdown, countdown wasn't just a strange occorence, someone electrically activated the lockdown, but who and why?

Any thoughts?

But what about the broken audible sentances/countdown? I thought that was due to someone continoully shorting the wires, like when Desmond was shown doing it in front of Locke [spark, spark, spark...]

I think that it is on some system and someone just figured out how to fak it (kelvin or rozinski)
