Haven't seen this mentioned...

At the beginning of the episode, when Des is having his first vision of the parachutist incident, there is a single frame (or maybe two) which shows Penny talking to Des. It's not the photo of the two of them, it's a different shot (see screencap below).

It happens when the camera is panning from the hanging body, along the lines of the parachute. Then, for a couple of frames, it abruptly switches to this shot of Penny and Des, then switches back to the parachute in the tree and keeps panning.

Now, everything Des saw in that vision actually happened on the island. So can we then assume that the vision of Penny talking to him is also supposed to be happening on the island? That would prove that Penny is (or was) indeed coming to the island.

I just checked that scene from "Flashes" and I think you're right.

So this was perhaps included just as a reference to Des's memories of Penny. That's what I thought initially but then it struck me that everything else in the vision ended up happening on the island.

Yeah, even Desmond admitted that what he sees in his flashes is a puzzle without a picture to go by. He probably just sees bits and pieces of his life (past & future) and tries to make sense of it...sometimes he is wrong.
However, the flash of Penny makes sense if you take into account that the person who falls from the aircraft is associated with Penny, and the picture is proof that Penny is out there & still waiting & trying to find him. So in a sense, Penny did come to island.
