I assumed since Charlie "flipped the switch" that there was no more "interference" and her transmission was able to get through...but how they ended up on the same frequency is of course another question for another season :)

ya, something to really think about, it couldn't have been concidence that Penny got on the same frequency. that is unless the others was on that frequency already before
