Ben's Plan on Transmission

From the finale, it is clear that when the discharge happened during the finale of last season, Ben sent Bonnie and Greta down to the Looking Glass to block all transmissions. Apparently he knew that Penny would be trying to locate the island now that the discharge had occured. But why did Ben want to hide this fact from his people?

If Ben recently blocked the signals does this mean Danielle's message had been playing unblocked for 16 years? Wouldn't someone or something be able to pick up that signal if it wasn't being jammed?
