So I am tired of reading the same things over and over again during this seemingly forever haitus, so I have thought of a possible new idea for people to discuss.
Obviously during the season 3 finale, charlie inputs the code, and eventually, penny appears on the screen.
What if Penny wasn't trying to contact the island?
or in better words....
What if the code that Bonnie told Charlie was also a phone/contact number of sorts that automatically dialed Penny, i mean, she did say "who is this?"
Could this possibly confirm in a way that Penny is important for communication for the people on the island, or dharma????

I think if you were to wonder about that then the suspicion would lie with the woman who gave Charlie the code rather than Penny. She had just discovered Ben had betrayed her for all practical purposes, so I guess she would have a motive to screw him over by giving the code to the wrong telephone.
However, I think it was just a contrived plot twist and nothing more.

I believe that the finale of Season 2 indicated that Penny was looking for the island. But I think the nature of this island is such that the only people who would spend time looking for it are people who already know that it exists (even if they don't know exactly where). Basically - to the general public the island doesn't exist; so why would they bother looking for it?
Therefore, by extrapolation, the finale of Season 2 indicates that Penny has some degree of connection with the island.
The finale of Seaason 3 shows that this connection may be even closer than most of us had speculated. I agree that it was Charlie entering the code that caused Penny's video link to be 'dialled'; rather than allowing Penny to dial in.
Penny is a suspicious and complex character, about which we currently know next to nothing. Which begs the question; is 'not Penny's boat' necessarily a bad thing?
at first i was baffled about how penny appeared on the screen, and i started thinking along the way of yoyo, and have to agree. penny was called, she wasnt trying to call the island.
the question is how did she know to look for THIS island? then again, we dont know 100% she was looking for desmond, it may be coincodence. but that doesnt explain why naomi had des's picture.
man, this show gets more and more confusing the more you try to think about it!

Perhaps Penny knows all about the island (from whom I have no idea [her Dad???] but what she doesn't know is how to find the island. Then all of a sudden the island calls her. Just rambling thoughts here.
Or perhaps she has been talking to the looking glass for years and now expresses shock that someone else besides Bonnie is calling. Hence the "Who is this?"
Again, just thinking outloud. I agree with [B]Cluck[B] that the show does get more confusing with further thought. Man, February is soooo far away.

Good point Cluck. I guess the girls could have told her stuff but they wouldn't have known that Des was there or where the island was located, I guess.

Penny has knowledge of the island from her father. Naomi (who works for Penny's father) used the finding Nemo Desmond as a cover story. And that story had to have been given to her by Penny's father, who learned of Penny's search. Much the same way that Penny learned of this island. See? It's all very clear.... ;)

Penny was probably using communications equipment in her dad's lab or inner sanctum. he probably had the dialing program for the station set automatically, but it hadn't worked for years. Maybe she heard the tone and went over to the computer.
So the first request serviced after the jammer was killed would be the communicator with the most queries to the system, like the repeated message. And her dad wouldn't think to block access because it had probably been years since contact with the island had stopped.
But I like the idea that the blonde chick Charlie got the code from knew penny's number. They were jamming, but it didn't mean they couldn't see what people were broadcasting. Maybe the blond knew who Penny was.
