I think Locke is still there becuase he is the guy that "explains everything," like Dumbledore in the Harry Potter books.

He talks to everyone about everything and seems to have a weird mysticism about him. He is the expositionist. Like Dumbledore, he is always there when people need him, and, it seems to me, in times of a more emotional or mental need than anything else.

It's just that he seems to be there at an individual's most desperate time (Charlie and the drugs, Jack hanging off the cliff and having a mental breakdown).
