Have you heard of Puck? He's a mythical trickster character that comes back in all manner of forms. The enigmatic Locke seems very Puck-ish to me.
I'm not saying that Locke is a supernatural creature. I do think that perhaps we might need to start looking at him as an archetypal character...
What is the purpose of his character? He's not a "real life" character such as Kate or Jack or Hurley. Why is he there?
