He is a US marshal and special forces guy.
Remember all international flights in or out of the US have a marshal hidden among the passengers. Their job is to protect against terrorist.
The marshal with Kate was not this guy. He was transporting a prisoner and since she was cuffed he was not under cover.
I know what you are going to say. Locke does not look the part. That is the point. He should blend in so the terrorist do not suspect that he is a marshal.
In the next episode it is reveled that he has a bunch of knives. He could not have gotten them on the plane without being a marshal. Also it is rumored he kills a pig by throwing a knife. That is why I think he has special forces training.
The training could also be why he acts weird. That psych training and perhaps killing people have made him mentally strange.
Well my theory anyway. :D
